State Requirements

Initial Smog Check Inspector License

A Smog Check Inspector inspects and certifies vehicles requiring Smog Check inspection. A Smog Check Inspector may not perform diagnosis and/or repairs to correct Smog Check failures. All official Smog Check inspections must be completed by a licensed Inspector in a licensed Test-Only or Test-and-Repair station.

Requirements for Licensure:
To become licensed as a Smog Check Inspector, an individual must pass a state administered examination. Examination applicants first must successfully complete Level 1 and Level 2 training, as applicable.

Applicant must meet one of the following three prerequisites in order to qualify to take the examination

1. Level I and Level II inspector Training in the past two years OR

2. ASE certified in A6,A8,L1 and Level II inspector training in past 2 years OR

3. Education/Experience:

  • Possess an Associate of Arts, Associate of Science or higher degree in Automotive Technology from State accredited or recognized School and successfully completed BAR Level II inspector training OR

  • Possess a certificate in automotive technology from a State accredited or recognized college public school or trade school with a minimum of 720 hours of course work that includes at least 280 hours of course work in the engine performance area, and have one year of automotive repair experience in the engine performance area, AND have successfully completed BAR Level II inspector training in the last 2 years; OR

  • Have a minimum of two years of automotive repair experience in the engine performance area, AND have successfully completed BAR specified Diagnostic and Repair training in the past five years, AND have successfully completed the BAR Smog Check Training Level II inspector training in the last 2 years.

License RENEWAL:
Applicants for license renewal must meet the followiing Update Training requirements:

  • Update Training - Applicants for license renewal must provide proof that they have successfully completed 4 hours of BAR-certified update training within the last two years.






​Initial  Smog Check Repair Technician License

A Smog Check Repair Technician diagnoses and repairs Smog Check inspection failures.  All Smog Check repairs must be completed by licensed Repair Technicians in a licensed Test-and-Repair or Repair-Only station.
   
Requirements for Licensure:
To become licensed as a Smog Check Repair Technician, an individual must pass a state examination. Examination applicants must meet one of the following four criteria:

  1. 1. Certification: Currently certified in ASE A6, A8, and L1 OR

  2. 2. Possess an Associate of Arts, Associate of Science or higher degree in Automotive Technology from State accredited or recognized School; OR

  3. 3. Possess a certificate in automotive technology from a State accredited or recognized college public school or trade school with a minimum of 720 hours of course work that includes at least 280 hours course work in the engine performance area, and have one year of automotive repair experience in the engine performance area; OR

  4. 4. Have a minimum of two years of automotive repair experience in the engine performance area, AND have successfully completed BAR specified Diagnostic and Repair training in the past five years.

License RENEWAL:
Applicants for license renewal must meet the following requirements:

  • Certification - Possess a valid certification in the categories of Electrical/Electronic System (A6), Engine Performance  (A8) and Advanced Engine Performance Specialist (L1) from the National Institute  for Automotive Service Excellence;* AND

  • Update Training - Provide proof of successful completion of 16 hours of update training from a BAR-certified training institution with in the last two years. 4 hours of which can be the online inspector update training that is required to renew the inspector license. 

* ASE certification is not required for renewal applicants who have successfully completed the BAR Specified Diagnostic and Repair training with in the last five years.

Initial Test and Repair License

Applicant must meet either the Certification or Education/Experience prerequisites in order to qualify to take the examinations.

1. Complete the Level II Inspector Training

2. Certification: Currently certified in ASE A6, A8, and L1. OR

  • Possess an Associate of Arts, Associate of Science or higher degree in Automotive Technology from State accredited or recognized School; OR

  • Possess a certificate in automotive technology from a State accredited or recognized   college public school or trade school with a minimum of 720 course work that includes at least 280 hours course work in the engine performance area, and have one year of automotive repair experience in the engine performance area; OR

  • Have a minimum of two years of automotive repair experience in the engine performance area, AND have successfully completed BAR specified Diagnostic and Repair training in the past five years.
